Hazard Mitigation
What is Mitigation?
Mitigation involves long-term actions taken to protect lives and reduce the impact of disasters on the built
environment (i.e., roads, bridges, buildings). At a minimum, mitigation measures must be technically feasible,
cost effective and environmentally sound.

Key Mitigation Programs Administered by CEMA:
- Hazard Mitigation Grant Program (HMGP)
The Hazard Mitigation Grant Program (HMGP) was created by Section 404 of the Robert T. Stafford Act to assist
States and communities in implementing long-term hazard mitigation measures following a major disaster
declaration. The objective of the HMGP is to prevent future losses of lives and property due to disasters and
to enable mitigation measures to be implemented during the immediate recovery from a federally declared disaster.

- Pre-disaster Mitigation Program (PDM)
The Pre-disaster Mitigation Program (PDM), authorized by the Robert T. Stafford Act as amended by Section 102
of the Disaster Mitigation Act (DMA) of 2000, provides states with grants to support local mitigation plan
development and implementation of projects. The Disaster Mitigation Act of 2000 requires that local governments
have approved all hazards mitigation plan to be eligible to receive HMGP funding after November, 2004.
