The Cobb County Citizen Corps is an advisory council formed to liason between the community and the Cobb County Emergency Management Agency. The members recommend policy and procedure for active citizen corps programs within Cobb County including Cobb Emergency Response Team (CERT) and the Medical Reserve Corps (MRC).

Meet the Citizen Corps Advisory Board Members:

Doug Meeks, Chairman
Doug Meeks, born in Paulding County, was raised and educated in Cobb County. He and his wife, Barbara, have two daughters and four grandchildren. Doug enjoys riding his motorcycle in his spare time.

Doug has been employed with Lockheed-Martin for 28 years and currently is a security professional with that organization. Prior to working for Lockheed, he worked as both a firefighter and a deputy sheriff for Cobb County. Doug’s deep desire to assist Cobb County and its citizens led him to the Community Emergency Response Team and the Citizen Corps advisory council. He has served on the Citizen Corps board since its inception in 2004 and is CERT member #28.





Gini Galvin
Dr. Galvin’s medical background includes a residency in emergency medicine where she served as chief resident in emergency medicine at Grady Hospital. Her interest in pre-hospital care led to a position as the regional EMS Medical Director for the eight-county metro Atlanta area, a position she held for almost twenty years. As a part of that job, she drafted the trauma system plan for Atlanta that is currently in operation. She has also served as the district health director for Cobb and Douglas counties until her retirement several years ago and was in charge of all public health programs in those two counties. For several months in 2008, Dr. Galvin served as the interim Public Health Director for Cobb and Douglas counties.

Dr. Galvin has volunteered her leadership and skills in many of CEMA’s programs, including the Special Needs/Populations at Risk program of which she coordinated the efforts of over 38 organizations to develop a special needs registry. She brings much experience and support to the programs within the Citizen Corps. She is the director of the Cobb Medical Reserve Corps (MRC) and is co-chairman of the Preparedness Working Group within the CERT program.



David Hilton
David Hilton, a member of the Community Emergency Response Team and the Citizen Corps Advisory Council, is a natural for the CERT program. As the retired fire chief for Cobb County, and a past president of the International Association of Fire Chiefs, he is one man that you want by your side in an emergency.

Hilton speaks with pride about the people represented on the CERT county map. “The beauty is they know what to do when they get there….they do a good job.” His dedication to CERT extends beyond Cobb County. Being an ex-president of the International Association of Fire Chiefs, Hilton speaks with fire chiefs across the nation and around the world. “We are now getting calls from everywhere about our program.” Hilton explains. “We get inquiries and we try to share what we have learned. We’ve come a long way but we are still learning. I’m proud to be a part of the Cobb CERT Program.”





Brenda McLean
Brenda McLean has lived in Cobb County for more than 15 years and has a diverse background in Communications, Technology and Management. She presently is a Realtor in Cobb County. McLean was appointed to represent the Neighborhood Safety Council on the Citizen Corps Advisory Council in 2004. McLean finds the councils to be of critical value in the continued welfare and security of our citizens, and emphasizes the need for in-depth training and disaster preparedness offered within the CERT Program.

McLean thinks that more and more community citizens have found the CERT learning experience both memorable and invaluable, and CERT makes provisions to address the welfare of our communities as a whole. Mrs. McLean states that she is happy to be on the Citizen Corps advisory council. She believes there is no greater joy than to “give as you are given.” We all have come to know that disaster touches everyone’s life at some point. Let’s communicate as we educate. Larry Seabolt
Mr. Seabolt has been in the environmental field for over 16 years at Remtech Engineers. He has performed duties as a project manager, project engineer and senior engineer on numerous environmental remediation projects. His project experience includes closure of the petroleum, oils and lubricants (POL) facility at the K.I.Sawyer AFB in Marquette, MI; numerous petroleum facilities throughout the southeast and closure of former treatment lagoons for a major textile manufacture.

In addition, Mr. Seabolt has responded to transportation and fixed facility related emergencies involving hazardous materials requiring transfer and remediation. Through the various responses, Mr. Seabolt has investigated causes and reviewed regulatory compliance for transporters and facilities in preparing reports. He is currently serving as the Chairman of the Cobb County Resource Council / LEPC, is a member of the Cobb County Citizen Advisory Corp and is Chairman of the TIME Task Force Operations Committee. He is also a Master Level Certified Hazardous Materials Manager since 2000.





Jim Shuler
Former Atlanta television news personality Jim Shuler is Director of Public Affairs for the Georgia Governor’s Office of Highway Safety. Shuler, who was an EMMY-Award-winning nightly news fixture on Atlanta TV for 18 years as weekend anchor (WSB-CH2), criminal justice reporter (WAGA-CH5), and investigative reporter (WXIA-CH11), was appointed to the GOHS Public Affairs position in February of 2004. As Public Affairs Officer for Georgia’s highway safety office, Shuler coordinates attention-getting statewide media and public awareness campaigns like “Click-It Or Ticket” and “Operation Zero Tolerance” to coincide with national life-saving law enforcement mobilizations. His TV production projects on teen driving, drug and alcohol awareness, Trooper recruiting, and safe-driving public service ad campaigns have continued to win EMMY and Telly Award recognition for the State of Georgia.

Before being tasked to the Governor’s Office of Highway Safety, Shuler worked as Public Information Officer for the Georgia State Patrol under two DPS Commissioners. There, immediately following the 9-eleven terrorist attacks, Shuler was assigned under emergency measures as official Spokesman for Georgia’s Homeland Security Task Force, working with federal, state and local agencies and later named Spokesman for the state’s newly-formed Office of Homeland Security. Now, as a graduate of the FBI Citizens’ Academy and the Cobb Citizens Public Safety Academy, Jim currently serves on the Citizens Corps Advisory Council to the Cobb Emergency Management Agency and is a member of the Cobb County Community Emergency Response Team. Mr. Shuler is a current member of the Metropolitan Atlanta Police Emerald Society and Kennesaw Lodge #33 in Marietta.



Zeke Dorsey
Ezekiel (Zeke) Dorsey joined the Cobb Citizen Corps in 2007. He is currently employed as a human resources director for Pitney Bowes Inc. Prior to joining Pitney Bowes, Zeke was employed in human resource management positions with several Fortune 500 firms, including Intermec Technologies Corporation and Continental Telephone Company.

Zeke also serves on the board of directors at Chattahoochee Technical College in Marietta, Georgia, and Every Woman Works in Roswell, Georgia. He is a member of Zion Missionary Baptist Church in Roswell. He graduated from the University of Alabama in August 1975 with a B.S. degree in Industrial Relations/Human Resources Management.
